David Thomas Boucher
David Boucher has worked in healthcare for nearly 40 years, the last 18 years as an executive of BlueCross of South Carolina. From 2012-2017, David served as President of UCI Medical Affiliates in Columbia, SC. In that capacity, he managed 80 retail medical care centers-treating nearly 850,000 patients in 2017. “Doctors Care” was the first urgent care chain in America to successfully implement a direct-to-consumer telemedicine program. From 2006 through 2016, Mr. Boucher also served as President of Companion Global Healthcare, Inc. – the world’s only medical tourism facilitator owned by a major health insurer. Prior to 2000, David served as CEO at several hospitals in the U.S.
Mr. Boucher earned his BS degree from Slippery Rock University (PA) and a MPH from the University of South Carolina.
David has been quoted in over 300 journals including The Wall Street Journal, New York Times, The Economist, US News & World Reports. He has been interviewed on NBC Nightly News and Fox Business News. He as delivered lectures on disruptive innovation at Harvard Business School, Yale School of Management, and Harvard Medical School. Trained as an obstetrician-gynecologist I later earned my PhD in Gynecologic Oncology from, Sweden. After a successful career in academic medicine in three continents, I embarked on international health where I have been an articulate advocate for reproductive health and rights for over two decades. I am strongly committed to community health, reproductive health, and actively participated in all the definitive RH conferences of our time: Safe Motherhood (Nairobi, 1987), ICPD (Cairo, 1994), Beijing (1995) and Safe Motherhood plus 10 (Colombo, 1999). I have served as a consultant to all major international development agencies.
I previously served on the FIGO Committee on Women's Sexual and Reproductive Right and represented KOGS in the FIGO Postgraduate Studies Committee at the Singapore Congress.
As Ipas Vice President for Africa and Global Affairs (1998-2000), I introduced MVA in Africa against formidable forces and built scale up program to implement Ipas’s regional and global strategic vision to promote women’s reproductive health and rights. I introduced MVA and spearheaded the expansion of its use in Africa, especially in the hands of nurses.
In Kenya, I have a been strong and forthright leader in all matters of health care and human reproduction for over three decades: I am past President of the Kenya Medical Association (4 years), President of Kenya Cancer Society (8 years), Chairman of Kenya's National Council for Population and Development. I led the Kenya Obstetrical and Gynecological Society for many years. I have recently catalyzed the formation of the East, Central and Southern Africa College of Obstetricians and Gynecologist (ECSACOG) and proud to be the premier Foundation Fellow.
During my tenure as President of KMA, I introduced local medical indemnity schemes, served on NHIF Board and created both the KMA Housing Scheme and SACCO.
I am the founder of the Centre for the Study of Adolescence in Nairobi.
As well as the Nairobi Oncology Centre, the first specialist cancer care and advisory clinic in East Africa. I also founded African Institute for Health Innovation (AIHT) and Kisumu Health and Education Trust (KMET), KMET runs the single most extensive network of private providers of high quality, comprehensive reproductive health care in Africa and winner of the Margaret Sanger Award in 2004.
I am also a Rotarian (started the most rural Rotary club in my rural village - Sagam) and the founder of two innovative hospital programs in Kenya: Sagam Community Hospital in rural Siaya and the Nairobi Women's Hospital, in Kenya. The later is the only specialized hospital for women in East and central Africa, providing unique care for victims of gender-based violence and rape, as part of a comprehensive package of services. Sagam Community Hospital is home of The African Institute for Health Transformation (AIHT) that conducts cutting edge research on health innovations and runs an online Board accredited CME for health professionals. AIHT/Sagam established the first Emergency Room service in rural Africa focusing on quality emergency care, and, in collaboration with Harvard University, Massachussets General Hospital and Maseno University, created the first and only post graduate (MMed) program in Family and Emergency Medicine in the region. The first MMed class is graduating this year.
I have previously served on the Advisory Board of The David and Lucille Packard Foundation (Palo Alto, USA), Board of Directors of PATH (Seattle, USA), each for the maximum 9 years and on the Boards of IntraHealth (North Carolina, USA) and The Center for African Family Studies (CAFS). I also served my full term on the board of Regional Prevention of Maternal Mortality Network and was a founder member of WHO's Gender Advisory Group, serving the maximum six years.
I was also a member of the Regional Task Force for Reproductive Health (WHO, UNFPA, UNICEF &WB) and the NEPAD Health Committee.
I am the First Ambassador and Chief Advisor to US-AHA (Federation of American Health Businesses in Africa)
I currently serve as the Lead Health Sector Specialist and Head of the Health in Africa Initiative, a private sector in health focused program of the World Bank Group. In this position, I have leveraged well over USD5 billion in new investments in the health sector in Africa. I have also led the reforms over 60 laws and regulations influencing ease of doing business and quality of care across Anglophone and Francophone Africa. Prior to that, I was Senior Advisor for Population and Reproductive Health at The World Bank for ten years.
I have published over one hundred and fifty peer reviewed paper, chapters and books. I have also presented papers and given speeches in over 200 global conferences and convocations.
I am a recipient of multiple awards and honors in the region and abroad, continue to pursue academia through numerous Adjunct Professorial appointments, lectures, supervision of post- graduate students and external examination in Universities in Africa, Europe and North America.

Dr Richard Chivaka is the Chief Executive Officer and Founder of Spark Health Africa. He is an Associate Professor of Business Strategy & Supply Chain Management at the University of Cape Town, Graduate School of Business. Dr Chivaka has led the health systems strengthening work of Spark Health Africa in Lesotho, South Africa, Malawi, Nigeria, Kenya, Uganda and Zimbabwe. He is the inaugral Research Scholar and a visiting Professor of the Stanford Institute for Innovation in Developing Economies (SEED), Stanford University, USA.

A Women Representative among Business leaders in the world, Ms Chitwan Malhotra has
served as an advisor for the UN Sustainable Development Goal 6 on Sanitation and
Environmental Health, dealing in particular with urbanisation and climate change. Her
experience covers a range of sustainable development issues, including global health
delivery, sanitation and clean drinking water, gender equality, women’s health, NCDs and
Mental health in conflict regions. She has been awarded the prestigious Environment
Award for her sanitation and clean drinking water initiatives in rural regions of Africa and
Chitwan Malhotra is driving and strengthening the areas of health diplomacy, strategic
engagement, and partnerships in Geneva. Her time as an advisor for the UN SDG Goals
involved collaboration with a wide range of partners, including the various UN agencies
and Cooperation Missions in India, Africa and the United Nations Office in Geneva.
Chitwan Malhotra is most recently serving as the Director of Environment Health, NCDs
and Sports for the UNSDG Health Partnership in Geneva where she is responsible for
initiatives supporting national and regional civil society to drive improvements in NCD
prevention and control, promote sports as a means to combat growing lifestyle diseases
among youth and environmental health. She oversees the drug access, vaccines and
pharmaceuticals supplies at affordable prices in low and lower middle income countries.
In Africa, particularly in Zimbabwe, on behalf of the Ministry of Health she led successful
price negotiations with pharmaceutical companies to lower the price of medicines and
vaccinations to provide prevention and care for the poorest billion.
She recently led a high level discussion on the global healthcare delivery to achieve
Universal Health Coverage for all in the United Nations Office in Geneva during the 74th
WHO Annual World Health Assembly in Geneva with Zimbabwe, The Gambia and
Namibia as country partners.
Chitwan is specialised in NCD prevention and health promotion, particularly looking at
social, commercial and environmental determinants of health, and leads UNSDG
prevention policy and advocacy work stream, with particular focus on alcohol control,
physical activity, nutrition and cross risk factor issues. In collaborations with the
International Olympic Committee in Lausanne, UEFA France, government stakeholders
and civil society leadership and NGOs she oversees Multi million Multi country capacity
building initiatives to strengthen the “Sports as a tool to combat NCDs” movement in
regions with high NCDs related mortality rates. Her efforts led to the rollout of the
“Healthy Cities Challenge 2020 initiative”.
Chitwan, most recently has been appointed as the Chairman of the India Africa Health
Partnership council jointly supported by the UNSDG Health Partnership in Geneva and
Assocham India. Chitwan’s work is now focused on international health cooperation, and
she has been assigned a new role to lead a number of health committees and programmes,
working closely with international partners. As part of this work, she will oversee the
development of the India Africa health cooperation process, she will initiate health
cooperation with BRICS countries, and she will engage in regional health cooperation with
Association of Southeast Asian Nations (ASEAN) while continuing to also serve as the
Director of Environment Health in Geneva.
